When you’re next stumped trying to find that EU document, remember that Norway may not be in the EU but it has to implement the acquis communautaire, and it has really powerful FOI legislation. And off you go to the Ministry of Government Administration, Reform, and Church Affairs and their search engine. Note; you may have to translate your query into Norwegian first, which makes this less helpful.
They also publish daily lists of all the documents received by their representation in Brussels.
It’s a pretty amazing resource — you can find lots of not-quite-secret notes sent round, which nobody else keeps track of in public.
